The Thirteenth, Fourteenth, and Fifteenth Amendments all contain the following language: Congress shall have the power to enforce this article by appropriate legislation. The three amendments are commonly referred to as the Civil War, Reconstruction, and Civil Rights Amendments. The Thirteenth (1865 ) abolishes slavery, the Fourteenth (1868 ) provides for due process and equal protection of laws, and the Fifteenth (1870 ) assures that all citizens may enjoy the franchise, regardless of race or color. The courts have construed these provisions broadly, so that Congress has considerable authority and flexibility in remedying America's civil rights ills. Congress may regulate both private and civil associations.
