The crime rate has lowered and the number of prisoners has risen due to this philosophy. This philosophy promotes penal harm, which is a current movement that believes the purpose of corrections is to punish offenders severely as possible.

The functions of prisons include getting dangerous people off the streets and giving them just deserts for their crimes. Prison success is measured by various factors.
