The act provided for mandatory victim restitution, eased deportation requirements, and set a low compensation rate for court-appointed attorneys and defense investigation fees. Regarding habeas corpus, it severely restricts habeas relief in death penalty cases and curbs multiple writ petitions. Students should take a position on whether the restrictions are appropriate or too big of an infringement on tradition criminal procedure and habeas protections.
