Programs without an evaluation plan cannot demonstrate their impact and thus often have difficulty sustaining their funding, especially during an economic downturn. If grant seekers genuinely want to achieve the goals set, a well-designed evaluation plan will help them track the project's progress.

Answer to Question 2

Evaluation plans explain how the grant seeker proposes to measure the outcomes or impact of the project. Many grant sponsors require evaluation plans because they want to know whether the funds they provided are having the desired impact, i.e., are they getting their money's worth?
