Effective instructional objectives should (1) concentrate on the learner and not the teacher, (2) clearly communicate a specific instructional intent, (3) be stated in terms of the end product (the learning outcomes) and not in terms of the process of learning, and (4) describe one type of learning outcome per objective that is specific in describing the learner's performance.
