Answer to Question 1

a

Answer to Question 2

First, because obesity is so intractable, it is preferable and more cost-effective to focus on prevention. Second, food habits are still fairly malleable for children, so it makes sense to target policies and programs at this age group. Finally, it is easy to reach children through the school environment.
