The congregate meal sites are often community centers, senior centers, faith-based facilities, schools, adult daycare facilities, or older adult housing complexes. Administrators try to select sites for congregate meals that will be accessible to as many of the eligible older adults as possible.

Answer to Question 2

A problem is defined as a substantial discrepancy between what is and what should be. This is a problem, and a public problem for a variety reasons (which might vary). Possible reasons could include the monetary incentive to purchase more nutrient-dense foods as well as provide a nudge for fast-food restaurants to provide more healthful choices.
