Answer to Question 1

NYPD has developed a domestic intelligence program that sprang from the citizens' desire to not rely on the federal government to prevent and disrupt future terror attacks after the events of 9/11 . It's a large unit within the NYPD, with a host of deployments at its disposal and the ability to take to land, air, or sea . Many law enforcement agencies across the country have emulated pieces of the NYPD unit; however, funding, the deep-rooted CIA involvement, and a permissible public sentiment that make the unit's activities possible are not available in any other American city. NYPD's counterterrorism unit has been accused of violating the Constitution and overstepping its bounds. Opinions regarding the development of other similar type agencies will vary, but should have valid points supporting their argument.
