Following the ownership debacle owing to the Investment Tax Credit, automobile manufacturers began to take over the car rental companies. Through ownership, the manufacturers were able to guarantee purchases of their own cars and to serve as a dumping ground for unpopular models. Subsequently, the manufacturers sold the units back to their managers but assumed the same ownership position as before later. Thus the ownership status of car rental firms has rarely been stable nor have the firms been independently managed for their own profitability for very long.
