What do you mean by decent?

Competent or of good moral standard?

Competency; An strong ability to deal with the problems of the individuals while maintaining an awareness of the wishes of those individuals.

good moral standard; something that is measured by the total morality of each and every individual in the group.

I believe you mean "descent" not "decent".
