A General Motors vehicle is being tested using a scan tool. The input speed and the output speed sensor read the same when at highway speed. Technician A says that the transmission/transaxle is in a gear where the ratio is 1:1. Technician B says that the torque converter clutch must be defective and not working. Which technician is correct?
