 C) Was it Tom, Jillian or Jodi who attended the conference?

The general rule is to use the verb tense that is appropriate at the time the reader reads the report, not at the time the writer types the report. Use past tense to describe procedures and findings of other studies already completed. Use present tense to describe findings of your study and the conclusions of your study and other studies.
