A rhetorical question is one in which a literal answer is not expected. Posing a rhetorical question can be an effective way to get the reader to think about the topic of your message. However, a writer should not pose a question with an obvious answer. Such a question does not motivate a reader to continue reading a document. Also, yes-or-no questions do not typically make good lead-ins because they don't require the reader to ponder the answer.
