a . The one observation in each treatment-block combination has been randomly selected from a normally distributed population.
b. The variances are equal for the values in the respective populations.
c. There is no interaction between the blocks and treatments.

Answer to Question 2

Blocking allows for a better comparison of the effect of the treatments by reducing the amount of error variation.
