The purpose of the randomize block design is to reduce the amount of error variation by ensuring that the treatment groups will be comparable in terms of the blocking variable.

Answer to Question 2

In ANOVA, we compare between-sample variation to within-sample variation. The basic role of the two variations is that their ratio provides the test statistic.
