Answer to Question 1

A statement about the value of a population parameter; it is put up for testing in the face of numerical evidence.

Answer to Question 2

Right-tail; This is a one-tail test since this is a directional claim (no more than 3). It is a right-tail test since the alternative hypothesis has a greater-than sign. The rejection region is located in the right tail of the standard normal curve.
