Since it is likely that the managers are using subjective probability assessment, their assessments reflect their state of mind about the shipment. They are basing this on any information that they have and their methods of processing the information may be different. Neither assessment can be considered wrongthey simply reflect the thinking of each decision maker. All that is required is that the decision makers process the information in a rational manner.
