The survey design should be clear and easy for the respondents to use.

Pre-test  You should always pre-test the survey with a small subgroup from the population. Use their feedback to make constructive improvements in the survey and to make sure that you have included the right questions given your original objective.

Determine the sample size and sampling method  Whenever possible you want to survey a large number of people, but your sampling budget will limit you. It will be necessary to determine how many are needed for statistical validity and for meeting objectives.
