H0 : The two population locations are the same.
H1 : The location of population 1 is to the right of the location.
We apply the normal approximation of the binomial distribution and use the sign test with n = 28.
Test statistic: z = 2.08
Reject H0 if z > z0.05 = 1.645, therefore, H0 is rejected. We conclude at the 5 significance level that the location of population 1 is to the right of the location of population 2.
