P(P > a  n = 1800, P = 0.40 )  P(P > a   = 0.40,  = 0.01155 ) = 0.09
 PZ > (a - 0.40 ) / 0.01155 = 0.09
 (a - 0.40 ) / 0.01155 = 1.34
 a = 0.415 or 41.5
