The answer appears to be no. An HR vice president is often called on to be the conscience of an organization. Sometimes, corporate officers and CEOs want to follow human nature to get even with employees. The chief HR officer (CHRO) should have access to and the backing of a corporate board committee to assure that corporate commitments of no retaliation are met.
