Yes. Congress sought to prevent just this type of injury to individuals. The Act is structured to replace reflexive reactions with actions based on reasoned and medically sound judgment. That is why the Court adopted the individualized medical inquiry as part of its otherwise qualified analysis coupled with the reasonable accommodation analysis for those meeting the definition of handicapped individual.
