Answer to Question 1

The 1966 amendments established special boards of adjustment, or PL Boards, in order to eliminate the large backlog of cases then pending before the NRAB and to establish a procedure for the expeditious handling of future cases.

Answer to Question 2

The employer may prosecute union interference with the employer's freedom of choice of bar-gaining agents. The employer may also prosecute union refusal to bargain collectively or accept an award of the NRAB or an arbitrator under the RLA.
