Yes, a parody is covered by the fair use doctrine. Like other fair use topics, such as education, a parody must not use more than is needed for the parody. See the Campbell case. By definition, a parody, whether it is in the form of music, writings, television, or movies, must use part of the original to make it clear that the work is a parody and of what other work.
