There are many laws, treaties and agreements in existence, but the focus should be on the ability to enforce these laws. There is no way to enforce international laws on other sovereign countries other than by military invasion. The International Court of Justice merely has voluntary jurisdiction, so it is of little use in compliance and enforcement issues.
