Answer to Question 1

Developers may find that the government agencies such as city councils and zoning boards may not be in favor of the project. Those owning adjoining property may protest. There may be obstacles to raising financing for the project. During the construction phase, the resistance may continue. The key is for developers to work closely with government officials and neighbors to make sure they are addressing their concerns and accommodating them where possible.

Answer to Question 2

Possible building code violation; repair and deduct; limited matters related directly to nonpayment of rent.
