Briefly describe a situation that could occur at your employer or your school that would rise to the level of a potential whistle-blower situation. What steps would you take and to whom would you speak to call this matter to the attention of appropriate members of management?

  • Consider escalating the situation within the company

  • Assess the implications of becoming a whistle-blower

  • Use experienced resources to develop an action plan

  • Execute the action plan

  • Live with the consequences



Answer to Question 2

Companies cannot afford to outsource responsibility and accountability. Some of the recommendations include:


  • Set clear and firm expectations for the work to be done. Define specifications that are as detailed as possible, including measurable performance requirements, milestones, and deliverables.

  • Assess the economic stability of the outsourcing vendor and perform a risk assessment of damage the company could face if the vendor encountered a severe financial downturn.

  • Assess the probability of political upheavals in information flow, and ensure that the risks are acceptable.

  • Establish reliable satellite and broadband communications.

  • Implement version control processes and appoint a quality control coordinator.

  • Develop a dictionary of terms for common understanding.

  • Post vendor personnel at the client site to facilitate communication with offshore programmers.

  • Post a network manager at the vendor site to coordinate communications around the world.

  • Agree on specific requirements for documentation covering the design, development, testing, implementation and maintenance of products produced or programmed offshore.


Review the outsourcing firms SAS No. 70 audit to ensure the firm has adequate internal controls.
