The federal Consolidated Omnibus Reconciliation Act (COBRA) requires employers to extend health insurance coverage at group rates, usually for up to 18 months, to any employee who is laid off, quits, or is fired, except under certain circumstances. COBRA coverage is available to employees who work for employers with 20 or more employees
