Answer to Question 1

Answer: D, E

The people in this study are adult men with diabetes. The issue is effective testing for blood glucose levels. The comparison is between those using different testing sites. The outcome should specify a hypothesis about the two groups. The time should indicate the time period of the study.

Answer to Question 2

Answer: D

In an effort to contain cost and increase the quality of care, Congress would elicit the assistance of an agency such as the NINR to conduct research projects that will support the goals for national health care, which include prevention and health promotion. Funding the NINR does not increase healthcare costs but rather seeks to reduce costs by conducting research that promotes efficiency. The government does know how to promote health care, but the purpose of partnering with the NINR is to further that goal from a nursing perspective. Chronic disease cannot always be prevented, but research can help improve care and reduce costs of care.
