For example, in 1997,
twenty-six states had mandatory helmet laws, but several have repealed them so that in
2012, only nineteen states required helmets, and several more are considering the
repeal of their existing mandatory helmet laws. The increased availability of organ
donations when helmet laws are repealed is measured not only in quantity. As surgeons
insisting on anonymity told the New York Times, the quality of organ transplants from
deceased motorcyclists is very high, as the riders are more likely to be young and
healthy. Use your utilitarian analysis for question 1 above and add in the factor of
increased numbers and quality of organs available for transplant when helmet laws are
repealed. How does this change your analysis?
