That depends on local and state laws on the subject. The law might have a residency requirement (that you have lived in the area you're going to represent for a certain period of time). Also, the law might saw say that you cannot have been convicted of a felony. In all cases, a candidate has to be a U.S. citizen.

In short, it tends to vary  from locality to locality and from state to state. Check out your own county's and state's laws.
