Amendment XIII drafted in 1865

The Bill of Rights is the first ten amendments to the Constitution.  Thirteen (XIII) is bigger than ten, so it's not part of the Bill of Rights.

b.  Only first ten amendments are considered to be in the Bill of Rights.
