To make it easier for people to do what they want to do, and limiting the governments power. So, basically, insuring the survival of the Middle-Class.

He inherited an economy in a mess - the stock market crashed bringing up alarm about a new depression (sound familiar?).  The across the board tax cuts were designed to stimulate the economy by giving people and industries more money to spend.  In retrospect, it was a complete success and even spurred more tax money to the government from the increased spending.
