Since utilitarianism focuses on maximizing happiness, a utilitarian would say that genetic engineering is permissible for anyone who will be made happy by it.

Utilitarianism does emphasize maximizing happiness, but the happiness of everyone. It is possible that what makes an individual happy would lead to unhappiness for many others. If so, the utilitarian would not endorse the action in question.
