Read the following introduction and identify the strategy the writer has used to make it
  effective.
  A study in the Journal of General Internal Medicine found that in both prescription and
  nonprescription drug commercials, 57 percent of the claims were misleading, and about 10
  percent of the claims were false. While making false claims is illegalso there should have
  been none foundthe Food and Drug Administration does not explicitly forbid
  manufacturers from making misleading claims. This might explain the high percentage of
  such misleading advertisements. Although many ask their doctors for drugs they see
  advertised on television, consumers need to view these drug advertisements with skepticism.
