The most correct answer is that the low titers indicate that the child's immune system did not respond adequately to the vaccinations. It cannot be determined if they had no effect at all on the child. Although vaccinations did not produce the desired response, that does not mean they are not needed; they just did not work as planned. This child had a hypoactive, not hyperactive, response.
