Careful and continuous monitoring of infants and proper identification per agency protocol is the best way to ensure a baby's safety and well-being. Some institutions may use abduction alarms. Keeping the baby with the mother at all times may not always be possible. Proper identification of visitors is important, but is not comprehensive enough to be the priority.
