The Andean Community (AnCom) has eliminated trade restrictions (tariff and non-tariff) within the Andean region. It has also agreed on uniform external tariffs and rules for foreign investment. However, the Community is not especially stable - for example, in 2007, Venezuela opted out. This may be found in the Common Markets section (4-2d).
