A country using a blocked-currency strategy does not allow importers to exchange local currency for the seller's currency. Firms use countertrade strategies to address the blocked-currency barrier. For example, an exporter will sell its goods in exchange for the local currency. The proceeds are then used to purchase local goods for sale abroad. In this way, the firm receives hard currency and can repatriate its profits. This may be found in the Nontariff Barriers section (3-2b).
