Embargoes and sanctions are imposed by a country (or a number of countries) against another country. This may be found in the Nontariff Barriers section (3-2b).

Answer to Question 2

The United States Department of Commerce is the government branch responsible for determining whether products are dumped on the U.S. market. It considers that dumping takes place if products are priced only minimally above cost, or at prices below those charged in the producing country.
