Standards as barriers to trade are frequently used as barriers to imports, primarily imposed by highly industrialized countries. Standards that discriminate against foreign firms in particular, or that simply create more bureaucratic hurdles for importing firms, act as nontariff barriers to trade. This may be found in the Nontariff Barriers section (3-2b).

Dumping is involved if a product is sold at a price below its normal value, where normal value could be based on production costs plus reasonable expenses and profit, or on the comparable price in the exporting country for an identical or like product. If there is no comparable price for the product in the exporting country, reference is made to the price at which the exporter sells a similar product in a third country.
