Home-country nationals are likely to be used in complex situations. However, there are many disadvantages of using home-country nationals. A disadvantage of hiring home-country nationals for international operations is the high costs involved: in addition to the regular salary and commission the employee would have received in the home country, there are numerous incentives that are considered standard for international assignment (e.g., cost-of living allowance, housing allowance, education allowance, etc.). Among other disadvantages are: numerous cultural barriers faced by home-country nationals in the country of assignment, the expenses involved in training the home-country national in the culture, the lack of local personal connections to the important decision makers in the government, and the difficulty of finding quality employees willing to take on international assignments.
