Locals have a similar level of education and training, but cost much less than an expatriate. The host-country national also speaks the local language and often has a well-developed network within the local industry. Since host governments restrict the number of foreign nationals working in the country, the host-country national will also fit with the country's employment policies. This may be found in the Host-country Nationals section (15-1b).
