The unreliable mail system in India makes it unadvisable to distribute samples through the mail. It is legal to distribute in this fashion, and there is no cultural resistance to receiving samples in the mail (Saudi Arabia consumers are suspicious of mail samples.). While the weather may play a small role in sample distribution, it is not discussed in the text. Moreover, similar conditions exist in parts of the U.S., and samples are still distributed through the mail.
