Infrastructure must be sufficiently developed to warrant investment. For catalog companies, it would mean that telephone service and mail service must be reliable. In many countries consumers must often purchase cellular phone service because standard telephone service is inadequate or is not available. Mailing systems are also problematic. In many developing countries, mail is intercepted, opened, and only a portion of the package content may arrive at the destination. Finally, in many developing countries, average income is a fraction of the average income in developed countries. This makes many catalog products prohibitively expensive.
