Answer to Question 1

If subsidiaries are granted a high degree of autonomy, the result is termed decentralization. In decentralized systems, controls are relatively loose, simple, and the flows between headquarters and subsidiaries are mainly financial. Each subsidiary operates as a profit center. On the other hand, if controls are tight and if strategic decision making is concentrated at headquarters, the result is termed centralized. Firms are typically neither totally centralized nor totally decentralized.
