The total sums of squares equals the sum of all sums of squares between and within conditions. For the within sources of variance this includes two sources (the within variance due to the treatment and the within variance error).

The correct ratio for calculating effect size for the one factor repeated measures ANOVA is to divide the within subjects treatment variance by the total variance.
