Answer to Question 1

The content of a research proposal is identical to that of a research report, with the following exceptions: (1) abstract is optional, (2) literature review is more extensive, and (3) a combined results/discussion section is used to describe how the data will be collected and analyzed, the expected results, other plausible outcomes, and the implications of the expected results.

Answer to Question 2

The purpose of a research proposal is to provide the following information: (1) what will be done, (2) what may be found, and (3) how the planned research is related to other knowledge.
