Critically evaluate the following statement: If no other assistance is available, tied aid should be accepted anyway, on the grounds that developing countries should accept any help they can get.

Answer to Question 2

Governments played a role in resource allocation by directing capital to firms deemed important to development. When governments continued to favor firms that were not performing well, resources were poorly allocated and firms' debt problems became serious.
