Answer to Question 1

Spencer was a Social Darwinist. He believed that without any intervention only the strongest members of society would survive; over time this would serve to strengthen society.

Answer to Question 2

Positivism is the use of scientific observation and experimentation in the study of social behavior. It is one foundation of the scientific method.
